The Human Resources Management Department (HRMD) is charged with the responsibility of coordinating all human resources management and development functions in the Board.

It has the following Units:-

  1. Human Resources Management:

  2. The functions of this unit include;
    • Administering staff welfare.
    • Recruiting, deploying and transfer of staff (teaching and non-teaching).
    • Administering promotions and advancement.
    • Administering disciplinary process.
    • Maintaining the nominal roll.
    • Developing the Personnel Emolument Budget for inclusion in the main SUBEB budget.
    • Administrating pensions.
    • Supporting the LGEAs to undertake the personnel administration.

  3. Personnel Development (Non-Teachng Staff):

  4. The functions of this unit include;
    • Establishing training needs of teaching (after due consultation with School Service Department) and non-teaching staff.
    • Developing training and developing plans for teaching (after due consultation with School Service Department) and non-teaching staff.
    • Organising and coordinating training programmes for non-teaching staff.
    • Maintaining the training records.

  5. Performance Management:

  6. The functions of this unit include;
    • Developing performance management strategy and systems.
    • Setting performance targets.
    • Carrying out performance appraisals.
    • Coordinating performance management process.
    • Monitoring performance and provide necessary support.

  7. Registry and Records:

  8. The functions of this unit include;
    • Maintaining of personnel records.
    • Maintaining of records - confidencial and open.
    • Recording and forwarding correspondence.
    • Supporting the LGEAs to maintain and keep records.

  9. General Administration:

  10. The functions of this unit include;
    • Providing general administration including secretariat services to the Board.
    • Maintaining and controlling of pool vehicles and responding to transport requirements of departments.
    • Providing security at ENSUBEB and overseeing security at LGEAs.
    • Allocating Staff.
    • Cleaning of offices and grounds.
    • Supporting LGEAs to clean and maintain LGEAsand school environment.

  11. Procurement and supplies:

  12. The functions of this unit include;
    • Procuring of goods and services for internal purposes.
    • Supporting the LGEAsto procure goods and services at the LGEA level following due process.

  13. Information Communication Technology (ICT):

  14. The functions of this unit include;
    • Developing and executing SUBEBs information and Communication (ICT) Strategy.
    • Developing hardware, software, and networking specification and maintenance system.
    • Coordinating the implementation of the ICT strategy.
    • Developing User guidlines.
    • Ensuring proper filling of electronic documents.
    • Supporting ICT training for SUBEB staff.
    • Supporting, monitoring and supervising the implementation of the ICT strategyin LGEAs.
    • Providing a helpline for users.

  15. Stores:

  16. The functions of this unit include;
    • Recieving, Storing and issuiance of goods.
    • Issuing of stores reciept vouchers.
    • Stock verification - monthly, quarterly and annually.
    • Store maintenance.
    • Preparing monthly returns.
    • Issuing of materials from the stores.
    • Issuance of delivery note.
    • Preparation of bin cards.
    • Regular stock taking exercise for the Board
